Because when photography started it was usually seen as good etiquette to cut one before the massive flash went off...

It’s actually due to old techniques in early photography. In order to get a solid image the subject had to remain in place for some time. A small child kept moving and his father who was the photographer kept saying “keep still son” over and over again.
It didn’t work so his wife suggested asking the boy a question to keep him still whilst he thought of the answer.
Because he had kept saying “still son, still son” he immediately thought of Stilton so asked his son “what is Stilton?”
The boy thought for a moment. The picture was taking and the boy remained still and then said “cheese!”
The father wrote a letter to his local newspaper and the “cheese” spread from there.
That’s it

It was designed to keep people still rather than to smile it has just evolved as cameras have improved.
